(a) Definition

 

  • Rakufun: Refers to the Rakufun website (rakufun.com), client applications, mini-programs, and new service forms that emerge with technological developments.
  • Rakufun Service Provider: Refers to Rakufun Inc., the provider of internet information and services.
  • Personal Information: Information recorded electronically or otherwise that can identify a specific individual or reflect the activities of a specific individual when combined with other information.
  • Sensitive Personal Information: Includes ID numbers, biometric information, bank accounts, property information, tracking data, transaction information, and information about children under 14 years old. Such information will be prominently marked in bold within this Policy.
  • Personal Information Deletion: The act of removing personal information from the systems involved in daily business functions so that it cannot be retrieved or accessed.
  • Children: Individuals under 14 years of age.

This Policy applies to all products and services provided by the Rakufun service provider through the Rakufun website, client applications, mini-programs, and new service forms that may emerge with technological advancements. Outside of the data collection and usage activities described in this Policy, it does not apply to other services provided to you by Rakufun and third parties.     When you use our products/services, we need or may need to collect and use your personal information, which includes:

  1. Essential Information for Basic Functions: You must authorize us to collect and use necessary information. If you refuse to provide this information, you will be unable to use our products/services normally.
  2. Optional Information for Additional Functions: You can choose whether to authorize us to collect and use this information. If you refuse to provide it, you will be unable to use related additional functions or achieve the intended effect of those functions.

  1. We aim to offer diverse products and services to meet your needs. Given the variety of products and services we offer, and the different choices made by users, the specific types and scope of personal information collected and used may vary. Please refer to the specific product/service functions.
  2. To provide a better product and service experience, we continuously improve our products, services, and technology. This may involve introducing new or optimized functions that require new personal information or changing how we use personal information. In such cases, we will provide detailed explanations and obtain your explicit consent before collecting or using the information. We provide specific functional scenarios, including:

 

(a) Helping You Become Our User and Account Management

 

  1. Basic User Service: You need to register and log in as a Rakufun user to access complete services. Without logging in, you can only browse and search part of the services. To ensure we are providing services to you, we may verify your identity using the information you provided.
  2. Additional User Service:
    • Special User Privileges: If you choose to provide additional personal information such as gender, birthdate, location, and profile picture, your profile picture will be publicly displayed.
    • Real Name Authentication: You must provide identity information (ID card, passport, etc.) and biometric features (static or dynamic facial features) for real name authentication.
    • Other User Role Services: If you purchase specific products or need additional identity verification, you must provide identity information for verification and other purposes that we will clearly communicate.

 

(b) Displaying Product or Service Information To show you products or services that better match your needs, we collect and use your browsing and search records and device information while you visit or use the Rakufun website or client application. We analyze your preferences and push commercial ads and other information that may interest you. This includes:

 

  • Device Information: We record device-related information (model, OS version, settings) based on your actions.
  • Service Log Information: We automatically collect and record your detailed usage (browsing, clicks, search queries, favorites, cart additions, transactions, after-sales, follows, posts), IP address, browser type, telecom operator, language, visit date and time.

 

    If we combine non-personal information with other data to identify a specific individual, or use it with personal information, it will be treated as personal information during the combined use period. We will anonymize or de-identify such information unless authorized or required by law.

 

(3) Providing Favorite, Add to Cart, Follow, and Share Features

 

    While browsing Rakufun, you can choose to favorite products/services you are interested in, add them to your cart, follow users in the community, or share product/service information with third parties using our provided components. During this process, we collect service log information, including your favorite records, follow relationships, and sharing history, to realize these functions and for other purposes we clearly communicate. You can manage or delete your favorites in the favorites management section.

 

(4) Assisting You with Order Placement and Management

 

    When you purchase specific products/services through our platform, we generate an order for the purchase. You need to provide the recipient's name, address, and phone number. For certain special products/services, additional necessary information might be required. The order will include details of the product/service, order number, creation time, amount payable, and any remarks. We collect this information to help complete the transaction, ensure transaction safety, enable order queries, provide customer service, and for other specified purposes.

    We recommend against ordering products/services for others through Rakufun. To help you understand and manage your order information, we collect order-related information during your use of our services.

 

(5) Assisting with Payments and Receipts

 

    To complete your order payment through Alipay, you might need to select your Alipay account and payment method. We share necessary information with Alipay, including your account username, Alipay account username, payment-related details, device information for transaction security, and any required information under anti-money laundering laws, through integrated Alipay SDKs in our website or client application.

    If you choose another financial institution or payment provider, we share necessary information like your bank card number and expiration date with the respective institution.

 

(6) Sharing and Interaction

 

    When sharing or receiving shared information, participating in activities, etc., we access your clipboard to detect related passwords, share codes, or links for features like redirects, sharing, or event linkage. We only upload clipboard content recognized as Rakufun commands to our server, without collecting or storing other clipboard content. Clipboard data alone cannot identify your personal identity. Additionally, we may access your photo album to facilitate sharing or receiving shared pictures or videos.

 

(7) Customer Service and Dispute Resolution

 

    When contacting us or applying for dispute resolution, we require necessary personal information to verify your identity and detailed product information to confirm the situation. To contact you, resolve issues promptly, or record solutions, we may save communication records (including account information, order information, provided evidence, or contact details). If you inquire, complain, or provide suggestions about a specific order, we use your account and order information.

    We may also use other information provided during customer service interactions or survey responses to improve service quality.

 

(8) Providing Public Information Release Features

 

    You can publicly post information (text, images, etc.) using our comment and message board features. We determine your access to these features based on your user type and network log information.

    Please note, publicly posted information might contain personal or sensitive information. Carefully consider sharing such information when using our services. Obtain consent from others before sharing their personal information publicly.

 

(9) Providing Security

 

    To enhance the safety of services provided by us, our affiliates, and partners, and to protect personal and public property from harm, we embed security SDKs developed by our affiliates in our applications. These collect device and service log information, and may use or integrate member, transaction, and device information, along with data shared by affiliates and partners (with your consent or as required by law), to assess account and transaction risks, verify identity, detect and prevent security incidents, and take necessary measures for record-keeping, auditing, analysis, and handling.

 

(10) Other Additional Services

 

    To offer more convenient, high-quality, personalized products/services, enhancing your experience, we may collect and use your personal information in additional services. If you don’t provide this information, it won’t affect your use of Rakufun’s basic services (browsing, searching, purchasing), but you might miss out on improved user experiences from these additional services:

1.Camera-Based Services: Enable camera access for scanning QR codes, taking photos/videos for reviews or sharing, etc. Even if you enable camera access, we only collect information when you actively use the camera.

2.Photo/Video Upload Services: Enable album access for uploading photos/videos to change avatars, comment/share, provide evidence during customer service, etc. We may identify products/services based on your uploaded images.

3.Storage-Based Services: Enable storage access to ensure stable client operation. Upon granting this permission, we may read/write necessary information (images, files, crash logs) to/from your device’s storage for publishing information or logging crashes.

4.Phone Status-Based Services: Read phone status for account and usage security, and display relevant information. Upon granting this permission, we may read your device ID or advertising identifier.

    You understand and agree that these additional services may require enabling camera, album, and/or phone status access on your device for information collection and usage. You can manage these permissions in your device settings. Enabling permissions means you authorize us to collect and use relevant personal information for these services. Disabling permissions means you withdraw authorization, and we will stop collecting and using relevant personal information. However, this doesn’t affect prior information collection and usage based on your authorization.

 

(11) Other Rules for Collecting and Using Personal Information

 

  1. If the information you provide contains personal information of other users, ensure you have obtained legal authorization before providing such information to Rakufun.
  2. If we use the information for purposes not specified in this policy or for purposes different from those initially stated, we will obtain your consent in advance.
  3. If we indirectly obtain your information from third parties, we will require the third party to clarify the source of the personal information and confirm that they have obtained your legal authorization for collection, processing, and provision of your personal information to us. We will only collect your personal information from third parties after verifying that they have obtained your consent, except in cases allowed by law. If the third party’s authorization does not cover our processing and usage purposes, we will seek your consent ourselves or request the third party to obtain your consent. Our professional security team will enhance the security of the personal information (including sensitive information reporting, encryption storage, access control, etc.). We will protect the indirectly obtained personal information using measures and standards no less stringent than those used for our own users' information.
  4. Exceptions to obtaining consent:
    • As per relevant laws and regulations, we may collect and use your personal information without your consent under the following circumstances:
      1. Related to the fulfillment of legal obligations;
      2. Directly related to national security or defense security;
      3. Directly related to public safety, public health, or significant public interest;
      4. Directly related to criminal investigations, prosecutions, trials, and judgment enforcement;
      5. Necessary for protecting your or others’ significant legal rights and interests, such as life and property, when obtaining your consent is difficult;
      6. Personal information you disclose to the public;
      7. Personal information collected from legally publicly disclosed information, such as legitimate news reports or government information disclosures;
      8. Necessary for signing and fulfilling contracts or other written agreements with you;
      9. Necessary for maintaining the safe and stable operation of provided products/services, such as detecting and handling product/service failures;
      10. Other situations specified by laws and regulations.

    Please note, as per applicable laws, if we take technical measures and other necessary actions to process personal information in a way that makes it impossible for data recipients to re-identify specific individuals or restore the data, or if we anonymize the collected information for research, statistical analysis, and forecasting to improve Rakufun’s content, layout, business decisions, and products/services (including using anonymous data for machine learning or model training), such data usage will not require separate notification and consent.

  1. If we cease operations of Rakufun products or services, we will stop collecting your personal information promptly, notify you individually or via announcement, and delete or anonymize the personal information related to the discontinued service.

 

(12) Self-Startup and Associated Startup

 

    To ensure the application can receive push notifications from the client even when closed or running in the background, the application needs to use self-startup capabilities. It may occasionally wake itself up or initiate related startup actions via system broadcasts, necessary for the realization of specific functions and services.

 

III. How We Use Cookies and Similar Technologies

 

(1) Use of Cookies

 

    To ensure the website operates normally, provide an easier access experience, and recommend content you might be interested in, we store cookies on your computer or mobile device. Cookies, or other local storage methods provided by browsers (or associated applications), typically contain identifiers, site names, and some numbers and characters. Cookies help websites store your preferences or items in your shopping cart.

 

    If your browser or browser add-on services allow, you can modify your cookie acceptance settings or reject our cookies. For details, see AboutCookies.org. However, changing these settings might affect your safe access to our website and require you to change user settings each time you visit.

 

(2) Use of Similar Technologies

 

    Besides cookies, we also use similar technologies like web beacons, pixel tags, and ETags on our website. For example, emails we send you may contain links to our website, and clicking those links helps us track your preferences for products or services, thereby improving customer service. Web beacons are typically transparent images embedded in websites or emails. Pixel tags in emails help us know if the email has been opened. If you do not want your activities tracked in this way, you can unsubscribe from our mailing list.

 

    ETags (entity tags) are HTTP protocol headers transmitted between internet browsers and servers, which can replace cookies. ETags help us avoid unnecessary server loads, improve service efficiency, and save resources and energy. ETags can record your identity to help us better understand and improve our products/services. Most browsers provide functions to clear browser cache data. You can perform data clearing operations in browser settings, but note that disabling ETags might prevent you from enjoying the best product/service experience.

 

(3) Use of SDKs

 

    To ensure stable operation, functionality, and to allow you to enjoy more services and features, our application integrates SDKs or similar applications from authorized partners. We strictly inspect the security of API and SDK used by our authorized partners and require them to protect data strictly according to this policy and other confidentiality and security measures.

 

 

Required Permissions and Their Uses

 

  1. Network Connection Permission:To ensure proper functioning of the network features in the app.
  2. IMEI Permission:Used as an identifier before login to associate various information. If not granted, a random identifier will be created, but all related data will be lost upon uninstalling and reinstalling the app.
  3. Storage Permission:For accessing local images, selecting images for editing, caching data (such as user keys and usage records).
  4. Network Connection Status Permission:To determine if the user has an active internet connection and prompt if there is none.
  5. Album File System Permission:For providing feedback within the app.
  6. Foreground Service Permission:To prevent background services from being cleared by the system.
  7. Global Audio Settings Permission:To set audio volume in the app.
  8. Background Lock Screen Permission:For playing audio while the phone is locked.
  9. Installation Package and Other App Display and Installation Permission:For updating and upgrading the app, allowing installation and creation of application processes.
  10. WiFi SSID, Access Point BSSID, Router MAC Address, Device MAC Address, Installed Software List Permission:Required by third-party SDKs.
  11. Prevent Phone Sleep:To keep the phone from entering sleep mode and stopping audio playback in the background.

 

How We Share, Transfer, and Disclose Your Information

 

(I) Sharing

    We do not share your personal information with companies, organizations, or individuals outside of Rakufun, except in the following situations:

1.Legal Circumstances: We may share your personal information as required by laws and regulations, litigation, dispute resolution needs, or as required by administrative or judicial authorities.

2.With Explicit Consent: We will share your personal information with others only after obtaining your explicit consent.

3.For Necessary Services: When you purchase goods or services through Rakufun, we will share necessary information from your order with the relevant providers to fulfill your transaction, delivery, and after-sales service needs.

4.With Affiliated Companies: To facilitate our services, recommend information you may be interested in, identify abnormal member accounts, and protect personal and public safety, your personal information may be shared with our affiliates and/or their designated service providers. We will only share necessary personal information bound by this policy's stated purposes. If sharing involves your sensitive personal information or if affiliates change the usage or processing purposes, we will seek your authorization and consent again.

5.With Authorized Partners: We may engage authorized partners to provide certain services or perform functions on our behalf. We will share your information only for legitimate, justified, necessary, specific, and clear purposes as stated in this policy. Authorized partners will only access the information necessary for their duties and will be required by agreement to not use it for any other purpose.

 

Currently, our authorized partners include:

 

1.Advertising and Analytics Partners: We may engage these partners to process information related to advertising coverage and effectiveness. We will not share your personal identity information with these partners without your permission, or we will anonymize the data to ensure partners cannot identify you. These partners may combine this information with other legally obtained data to perform advertising services or decision-making recommendations.

2.Suppliers, Service Providers, and Other Partners: We send information to suppliers, service providers, and other partners supporting our business, including those providing technical infrastructure services, analyzing service usage, providing customer service, facilitating payments, or conducting academic research and surveys.

    We will not transfer your personal information to any company, organization, or individual, except in the following situations:

  1. With Explicit Consent:We will transfer your personal information to others after obtaining your explicit consent.
  2. In Business Transactions:In cases of mergers, acquisitions, or bankruptcy liquidation involving Rakufun, if personal information transfer is involved, we will require the new entity holding your personal information to continue to adhere to this policy; otherwise, we will require the entity to obtain your authorization and consent again.

    We will only publicly disclose your personal information in the following situations:

  1. With Explicit Consent or Voluntary Disclosure:We may disclose your personal information if we have your explicit consent or if you voluntarily disclose it.
  2. Violations and Legal Requirements:If we determine that you have violated laws, regulations, or Rakufun's agreements and rules, or to protect the safety of Rakufun users or the public, we may disclose your personal information as required by laws or with your consent, including any violations and measures Rakufun has taken against you. For example, if you seriously violate Rakufun's rules by defrauding others, we may publicly disclose your authentication information and violation details.

 

(IV) Exceptions to Authorization and Consent for Sharing, Transferring, and Disclosing Personal Information

 

    According to relevant laws and regulations, we may share, transfer, or disclose your personal information without your prior authorization and consent in the following situations:

  1. To Fulfill Legal Obligations:As required by laws and regulations.
  2. National Security and Defense:Related to national security and defense.
  3. Public Safety and Health:Directly related to public safety, public health, and major public interests.
  4. Legal Investigations and Proceedings:Directly related to criminal investigations, prosecutions, trials, and enforcement of judgments.
  5. Vital Interests Protection:To protect your or others' vital interests like life and property when it's difficult to obtain consent.
  6. Public Disclosure:You have publicly disclosed your personal information yourself.
  7. Legally Disclosed Information:Collecting personal information from legally disclosed sources, such as legitimate news reports and government disclosures.

    Please note, according to applicable laws, if we take technical and other necessary measures to process personal information so that data recipients cannot re-identify specific individuals or restore the data, we may share, transfer, or publicly disclose such processed data without further notice and consent.

(I) Technical Measures

    We have implemented industry-standard, reasonable, and feasible security measures to protect your information from unauthorized access, public disclosure, use, modification, damage, or loss.

 

(II) Organizational Measures

    We have established an advanced data security management system focused on data throughout its lifecycle, enhancing personal information security through organizational construction, institutional design, personnel management, and product technology. We have dedicated departments and personnel responsible for personal information protection, including children's information protection, and conduct security and privacy protection training to strengthen employees' awareness of personal information protection.

 

(III) Response to Personal Information Security Incidents

    In case of any physical, technical, or management protection facility breach leading to unauthorized access, public disclosure, alteration, or destruction of information, resulting in damage to your legitimate rights, we will promptly initiate an emergency plan, take remedial measures, and notify you according to laws and regulations about the incident, potential impact, measures taken, and suggestions for self-prevention and risk mitigation. We will notify you via email, letter, phone, or push notification. If individual notification is difficult, we will make announcements through reasonable and effective means. We will also report incident handling to regulatory authorities as required.

 

(IV) Account Security Risk Prevention

    We strongly recommend not using non-Rakufun-recommended communication methods to send your information while using Rakufun services. Please use complex passwords and assist us in protecting your account security. During online transactions, you may inevitably disclose personal information such as contact details to transaction parties. Please protect your personal information and only provide it when necessary. If you discover your personal information, especially your account or password, is leaked, contact Rakufun customer service immediately for appropriate measures.

 

How We Store Your Information

 

(I) Storage Location

  • Personal information collected and generated during our operations within Japan will be stored in Japan.
  • Personal information collected and generated during our operations within the People's Republic of China will be stored in China.

    In the following circumstances, we may provide your personal information to entities in different countries after fulfilling legal obligations:

  1. When explicitly required by applicable laws.
  2. With your explicit authorization.
  3. When you conduct cross-border transactions or other voluntary actions through the internet.

    For the above situations, we will ensure protection of your personal information by means such as contracts, ensuring protection measures are no less stringent than those outlined in this policy.

 

(II) Storage Period

    We will only retain your personal information for the period necessary to achieve the purposes described in this policy, unless otherwise required by law. The storage period for personal information is determined primarily by the following criteria, with the longest period taking precedence:

  1. Completion of transaction purposes related to you, maintenance of relevant transaction and business records to address potential inquiries or complaints.
  2. Ensuring the security and quality of our services.
  3. Whether you have agreed to an extended retention period.
  4. Whether there are other specific agreements or legal requirements regarding retention periods.

    After the retention period expires, we will delete your personal information or anonymize it in accordance with applicable laws.

 

How You Can Manage Your Information

 

    You can access and manage your information in the following ways:

 

(I) Access, Correct, and Supplement Your Information

 

    You have the right to access, correct, or supplement your information. You can do this by:

  1. Logging into the Rakufun app, going to the "My" section, and clicking on settings to access, correct, or supplement your personal information and account details.
  2. Contacting Rakufun customer service through the app to seek assistance in accessing, correcting, or supplementing your information.

 

(II) Delete Your Information

 

    You can delete parts of your information through the personal center. In the following situations, you can request the deletion of your personal information by contacting Rakufun customer service:

  1. If we handle your personal information in violation of laws and regulations.
  2. If we collect and use your personal information without obtaining your explicit consent.
  3. If our processing of personal information seriously violates our agreements with you.
  4. If you voluntarily cancel your account.

    If we decide to respond to your deletion request, we will also notify entities that obtained your personal information from us and request their timely deletion (unless otherwise required by laws or they have independently obtained your authorization).

    Once you or we assist you in deleting relevant information, due to legal and security technical restrictions, we may not immediately delete the corresponding information from the backup systems. We will securely store your personal information and restrict further processing until the backup can be cleared or anonymized.

 

(III) Change Your Authorization Scope

 

    You can change or withdraw your authorization for us to collect and process your personal information by changing settings on your smart mobile device or contacting Rakufun customer service. Please note, for some types of personal information, such as information necessary to achieve Rakufun’s basic functions or comply with legal obligations, we may not be able to respond to your request to change the authorization scope.

 

(IV) Cancel Your Account

 

    You can apply to cancel your account in the "My - Settings - Account Cancellation" section. When you apply for account cancellation, we will verify your identity, account security status, and cancellation conditions. Please read the product cancellation process instructions carefully. Upon voluntary account cancellation, we will stop providing products or services within seven business days and delete or anonymize your personal information in accordance with applicable laws. Refer to the appendix "User Cancellation Agreement" for related rules and processes.

 

(V) Responding to Your Requests

 

    To ensure your account security, we may first require you to verify your identity (provide relevant materials and send them to the specified Rakufun email) before processing your requests. We will respond within 15 days. If you are dissatisfied with our response, you can contact Rakufun customer service or the personal information protection department to lodge a complaint.

    For reasonable requests, we do not charge fees in principle. However, for multiple repetitive requests or requests beyond reasonable limits, we will charge a reasonable fee. Requests unrelated to your identity, unreasonable repetitive requests, or those requiring excessive technical means (e.g., developing new systems or fundamentally changing current practices), posing risks to others' legitimate rights, or impractical requests, may be refused.

    In the following situations, according to laws and regulations, we will be unable to respond to your requests:

  1. Related to fulfilling legal obligations.

User Account Cancellation Agreement

 

    Before canceling your account, please read, understand, and agree to the following:

    If you have any questions about this agreement, please contact our online customer service or email us at [email protected]. Kindly note that canceling your account will terminate our services to you and may cause inconvenience for after-sales protection. After successful cancellation, your personal information will be removed from the frontend system, making it unsearchable and inaccessible, or it will be anonymized. You acknowledge and understand that transaction records must be retained in Rakufun's backend system for three years or longer as required by relevant laws.

    To cancel your account, it must meet the following conditions:

  1. No pending orders in the account.
  2. No ongoing disputes, including complaints or reports.
  3. The account must be unlinked from other websites or apps.

    During the cancellation process, if your account is involved in disputes, such as complaints, reports, lawsuits, arbitrations, or investigations by authorities, Rakufun has the right to terminate the cancellation without further consent.

    Before submitting a cancellation request, please unlink related accounts. Contact customer service for details. Once canceled, the account cannot be restored. Ensure you back up all information and data related to your account. Cancellation means:

  1. You cannot log in or use the account.
  2. Personal data and history (e.g., username, nickname, avatar, purchase records) cannot be retrieved.
  3. Login records across Rakufun sites and clients cannot be retrieved. Any coupons, points, or cards will be forfeited. Rakufun cannot help you recover these services.

    Cancellation does not exempt you from responsibilities or liabilities for pre-cancellation activities.

 

Disclaimer

 

    Rakufun does not include customs duties in the marked prices. Duties incurred during customs clearance must be borne by the user per the customs regulations of the destination country or region.

    Rakufun offers procurement services and inspects packages for obvious transport damage within Japan but does not provide inspection services. Rakufun does not commit to resolving issues such as missing, wrong, or incomplete items, but will resend any items found in the warehouse. Please consider this risk when deciding to purchase.
